Bill C-35 affects recruiters, unauthorized representatives, HR professionals (and more) and how they conduct their business with Citizenship and Immigation Canada. It is an offence, with penalties of $100,000 and/or imprisonment of up to 2 years for conviction by indictment, for anyone other than an Authorized Representative to offer immigration services for a fee or other consideration of an application or proceeding.
